I had an update not showing up on my Windows 7 VM. It took me a while, but after deleting SoftwareDistribution and restarting the service it found even more missing KB articles.
net stop wuauserv
cd /d %windir%\SoftwareDistribution
rd /s /q DataStore
net start wuauserv
